So I know enlargement takes some patience and after years of doing PE (minimal gains) I’m finally taking steps towards the phalloplasty side

I got interested in PE back in probably 03 I started off with a bpel or maybe 5” and my eg was around 4.75
while just about under average my biggest concern has always been my flaccid hang, I retract so bad sometimes I gets under an inch for girth and length.
after many years of jelqing and not know what I was doing I didn’t gain anything and thought pe was a scam.
but then I stepped into hanging and pumping did that for over a year and now I’m a at 6.5” bpel and 5.25” eg
BUT my flaccid hang has never been helped and I retract horribly.
so fast forward to today I finally took a step and I’m starting with getting a consult for my penile webbing issue (huge turkey neck). I’ve also did a session of kybella cause my pubic fat pad is huge even though I’m low bf bpel is 6.5” but nbpel is 4.75”
after the webbing removal and hopefully after the kybella treatments work I’m looking into getting a lig cut and hanging for another year before doing a filter. My dilemma is
should i just go to dr Carney for their lig cut and fft? The price is 11k (price is not a concern really just value). I’m trying to find another pricing point for recommended doctors for just a lig cut and then maybe either trying Ellanse or pmma a year from then.
Are there any doctors, in the us besides carney, that you could recommend for a lig cut? What kind of pricing am I looking at? And main reason I’m looking at pricing is just because I looked into the webbing removal with them at it’s in the 6k range after doing a lot of research I found a local urologist with great reviews and I’m only paying $1750 and that’s with a vasectomy at the same time. I’m not looking for the cheapest person but I’m also not looking to pays higher premium just because they seem like the only ones to list prices.
anyways I am pretty set on the lig cut and I’ve done a lot of research, most of those that say don’t do it have not had the surgery, there are only a few that have had the surgery and don’t recommend it but they were also not getting the cut for the same reason I am. I looked at getting just a filler first but I don’t want to risk having a the look of hot dog in a bun type when I retract ( no offense to those of you that are like that)
as far as end goals I just want my penis to hang nicely flaccid a good 5.5x5 hang would be amazing lol. ELxEG I’ve never really had a goal but i figured a 7.5x6 would be attainable from my stats right now.
